Concept C elevates the pedestrian experience with the closure of the Jetty Road / Colley Terrace corner to all traffic except trams and buses and further reducing vehicle movement through Colley Street with changes to existing bus routes.
A shared zone would be implemented to reduce speed limits to 10km/h and give pedestrians priority in this busy corner.
Tram access would remain the same. There would be changes to some bus routes to reduce movements through the Jetty Road / Colley Terrace corner to enhance pedestrian safety.
New traffic lights would be installed with a scramble pedestrian crossing at the Jetty Road and Moseley Street intersection, giving pedestrians protected time and guidance to cross.
Increased greenery, new street furniture and statement lighting would complete the transformation.

The Jetty Road / Moseley Street intersection is approximately 20 metres wide and carries approximately 8,000 traffic movements each day, including buses and private vehicles.
This intersection is also one of the busiest pedestrian crossing points in Glenelg, but it is unclear to pedestrians or motorists who have the right of way.
Traffic lights with a scrambled pedestrian crossing would be installed to regulate and guide traffic and give pedestrians clear, protected times to cross, reducing the risk of collisions in this pedestrian-heavy intersection.
This would be more efficient for pedestrians, allowing them to cross both Jetty Road and Moseley Street at the same time, but more impactful for vehicles using the intersection.
Private vehicles travelling west on Jetty Road would be required to turn left at the traffic lights, into Moseley Street.
The installation of traffic lights with a scrambled pedestrian crossing will impact vehicle wait times at the Jetty Road/Moseley Street intersection.
Estimated wait times for traffic would be:
- 15 to 20 seconds on weekday peak times at the Jetty Road / Moseley Street intersection
- 30 seconds on weekend peak times at the Jetty Road / Moseley Street intersection

Putting people first and improving safety is an important principle of the Jetty Road Glenelg transformation project.
A shared zone would be created by closing the Jetty Road / Colley Terrace corner to all private vehicles from the Jetty Road / Moseley Street intersection to the Hope Street junction with Colley Terrace.
Speed limits would be reduced (for trams and buses) to 10km/h in the shared zones, with pedestrians having priority over vehicles.
Pedestrian safety would be further enhanced by the installation of traffic lights and a scramble pedestrian crossing at the Jetty Road / Moseley Street intersection to regulate and guide traffic to give pedestrians priority over vehicles.
A scramble crossing temporarily stops all vehicular traffic (including buses and trams) and allows pedestrians to cross the intersection in every direction, including diagonally, at the same time.
This would be more efficient for pedestrians, allowing them to cross both Jetty Road and Moseley Street at the same time.
Durham Street would be closed to traffic from Jetty Road to create a small plaza that can be used by pedestrians, local businesses and major events.
A shared zone would be created on Durham Street, from where it intersects with Jetty Road through to where it intersects with Chittleborough Lane. In this shared zone, speed limits would be reduced to 10km/h, with pedestrians having priority over vehicles.
Pedestrian flow would be improved by the creation of wider footpaths that are at the same level as the road.
Extending continuous footpaths to some side streets and laneways would also improve accessibility and safety, with pedestrians having right of way over vehicles.
The Jetty Road / Colley Terrace corner would be closed to all private vehicles, west of the Jetty Road / Moseley Street intersection through to the Hope Street junction with Colley Terrace.
Traffic lights with a scramble pedestrian crossing would be installed at the Jetty Road / Moseley Street intersection.
Private vehicles approaching Jetty Road from Moseley Street would be required to turn right only at the traffic lights, into Jetty Road to travel east bound.
Private vehicles travelling west on Jetty Road would be required to turn left at the traffic lights, into Moseley Street.
There would be no access for private vehicles into Jetty Road from Colley Terrace, south of Hope Street. Rather, a turning circle would be installed on Colley Terrace just north of Hope Street. See the Colley Terrace changes section for more information.
Two-way traffic would remain unchanged for the remainder of Jetty Road (from the Moseley Street intersection to the intersection with Brighton Road) and for Colley Terrace (from the turning circle just north of Hope Street to the Anzac Highway roundabout).
However, both roads would see a speed limit reduction from 40km/h to 30km/h.
Durham Street would be closed to traffic from Jetty Road to create a small plaza that can be used by pedestrians, local businesses and major events.
A shared zone would be created on Durham Street, from where it intersects with Jetty Road through to where it intersects with Chittleborough Lane. In this shared zone, speed limits would be reduced to 10km/h, with pedestrians having priority over vehicles.
A turnaround area would be installed at the southern end of Durham Street.
Durham Street, between Chittleborough Lane and Augusta Street, would be converted to two-way traffic.
Durham Street, at the junction of Augusta Street, would be widened to enable two-way traffic.
With the proposed closure of the Jetty Road / Colley Terrace corner to private vehicles and the installation of traffic lights with pedestrian crossing at the Jetty Road / Moseley Street intersection, the estimated wait times for traffic would be:
- 15 to 20 seconds - weekday peak times at the Jetty Road / Moseley Street intersection
- 30 seconds - weekend peak times at the Jetty Road / Moseley Street intersection

The Colley Terrace / Jetty Road corner would be closed to all private vehicles from the Hope Street junction with Colley Terrace to the Jetty Road / Moseley Street intersection.
This area would become a shared zone with a reduced speed limit of 10km/h (for trams and buses) with pedestrians having priority over vehicles.
The road on Colley Terrace, south of Hope Street, would also be narrowed to maximise space for pedestrians, outdoor dining, activation opportunities and trees/greenery.
With no private vehicles access into Jetty Road from Colley Terrace, a turning circle would be installed on Colley Terrace just north of Hope Street.
The right-hand turn from Colley Terrace (southbound) into the Wilson car park that services the Beachouse and Platinum Apartments would be removed.
Vehicles wanting to turn into the Wilson car park would be required to drive up to the turning circle to head back north on Colley Terrace and turn left into the car park.
A new right-hand turn from Augusta Street into Colley Terrace would be added and the left-hand turn retained.
The speed limit on Colley Terrace, from the turning circle to the Anzac Highway roundabout, would be reduced from 40km/h to 30km/h.

To accommodate the new bus stop and layover, two trees may need to be removed on Moseley Street - one on the eastern side opposite the intersection with Elizabeth Street, and another on the western side of Moseley Street, north of the junction with Elizabeth Street.
The redirection of bus routes 265, 300 and 190 would require a new bus stop on Gordon Street adjacent to Blooms Chemist and a new bus layover area on the western side of Gordon Street, just south of Anzac Highway.
The kerb line on the northwestern corner of Jetty Road and Gordon Street would be widened to accommodate bus movements and the new bus stop on Gordon Street.
To accommodate the new bus stop and layover, one tree may need to be removed on Gordon Street adjacent Blooms Chemist.
The speed limit along Jetty Road and Colley Terrace would be reduced from 40km/h to 30km/h to improve community safety.
The 30km/h speed limit would apply from the Jetty Road / Moseley Street intersection to the intersection of Jetty Road / Brighton Road and from the Colley Terrace junction with Hope Street to the Anzac Highway roundabout.
A shared zone would be created by closing the Jetty Road / Colley Terrace corner to all private vehicles, west of the Jetty Road / Moseley Street intersection to the Hope Street junction with Colley Terrace.
Speed limits would be reduced (for trams and buses) to 10km/h in the shared zone, with pedestrians having priority over vehicles.
Durham Street would be closed to traffic from Jetty Road to create a small plaza that can be used by pedestrians, local businesses and major events.

There would be a reduction of 60 parking spaces across the Jetty Road precinct.

There are no changes to tram operations. The tram will continue to service Jetty Road and terminate in Moseley Square.
The Jetty Road / Colley Terrace corner would be closed to all private vehicles from the Jetty Road / Moseley Street intersection to the Hope Street junction with Colley Terrace, and changes would be made to three bus routes to reduce movements through this corner.
Buses would only travel one-way, westbound from Moseley Street through to Colley Terrace.
This would reduce daily bus movements through the Jetty Road / Colley Terrace corner by 182 per weekday.
The redirected buses (route numbers 265, 300 and 190) would instead travel east on Jetty Road and turn left into Gordon Street.
The redirection of bus routes 265, 300 and 190 would require two new bus stops, one on the eastern side of Moseley Street near Zap Fitness and another on Gordon Street adjacent to Blooms Chemist.
The existing bus stop on the eastern side of Colley Terrace would move 9 metres north to accommodate the new vehicle turning circle on Colley Terrace north of Hope Street.
The redirection of the bus routes would require two new bus layover areas to be installed – one on western side of Moseley Street (between Elizabeth Street and Jetty Road) and one on the western side of Gordon Street (just south of Anzac Highway). The existing bus layover on Colley Terrace would be retained.
The kerb line on the northwestern corner of Jetty Road and Gordon Street would be widened to accommodate bus movements and new bus stops on Gordon Street.

These are key design elements included in Concept C.
The installation of Juperana stone pavers, which have already been used in Chapel Plaza, would be used throughout the street to give the precinct a consistent look and help with accessibility.
Palm trees would be installed on both sides of Colley Terrace, as the road narrows, to provide an entry statement
The road and footpath would be the same level on Jetty Road from the junction with Sussex Street to the Colley Terrace junction with Hope Street.
Continuous footpaths on Jetty Road junctions with side streets and laneways where possible would improve accessibility and safety, with pedestrians having right of way over vehicles.
Additional greenery, new street furniture and feature lighting would be installed.
